Platform reach + live viewers. Reads the cache; never fetches inline.

The only outbound request this endpoint can cause is a BACKGROUND one,
scheduled at most once per process per MIN_ATTEMPT_INTERVAL_SECONDS and
only when the cached row is older than REFRESH_AFTER_SECONDS. The
response is always the row we already had.
