`POST /api/internal/outreach/send-plan-sla-watchdog`

T-1149: SLA watchdog over the send-plan Prefect flows — deployment
staleness + draft throughput + rebuild-queue hygiene, alerting #alerts
with one-post-per-incident mechanics. External k8s CronJob posts here
every 5 min; runs outside the Prefect worker failure domain by design.
