Explee-staff: create the project for a support-verified org on a TAKEN domain.

The support lever behind the T-710 "domain already taken → contact support"
dead-end: once a human verifies the user really owns the domain (a third
coworker, a rebrand, …), this bridges their funnel demo into a real project
exactly like ``create_project`` would, bypassing only the taken-domain gate.
No ``debug_admin_enabled`` env-gate on purpose — releasing an honest user
must work in production. Idempotent: an existing active project for
(org, domain) is returned as-is.
