`POST /v3/discovery/tiebreaks/{tiebreak_id}/remind`

Re-send the "state your side" invite while the ballot is still open.

Initiator-only: the partner reminding themselves makes no sense, and an
observer nudging on someone else's behalf is not their call. No server
throttle for now; the UI disables the button after one send per session.
