The evidence trail behind a resolved tiebreak.

Pure cache read — the trail is assembled once in ``_run_study`` where
every input is in scope, so there is no rebuild branch (unlike
twin_chat's lazy path). Board-level access only, not participant:
the result is shared and observers can already read it via GET /{id}.
Served separately from the projection because that endpoint is polled
and the trail can be tens of KB.
