`GET /v3/twilio/sms-messages`

Poll endpoint for the claim_agent. Returns recent SMSes for a number.

Auth: X-Etymolt-Forge-Token must match ETYMOLT_FORGE_INTERNAL_TOKEN env
(constant-time compare). This is the claim-agent → API channel; not for
external callers.

Security (R4 P0-2): `to` is validated against strict E.164 in
`_normalize_to_number` before any Redis call. Glob metacharacters
are rejected. The downstream lookup uses `SCAN`, not `KEYS`.
