Create a recurring watch for ``name``. Authenticated + metered + capped.

Ownership is bound to ``key.hash`` so the account-cap and the
ownership-check on cancellation both work. Per-account cap is
``ETYMOLT_WATCH_MAX_PER_ACCOUNT`` (default 25); attempt #26 → 409.

  - `name` string, required
  - `owner_email` string, email, nullable
  - `frequency_days` integer: How often to re-scan, in days. Minimum 7 (weekly).
