Return the caller's tenant summary + remaining top-up balance.

D18 (V-synthesis 2026-05-17): `topup_balance` is the verdicts remaining
from purchased $10 top-ups — equal to usage_store.paid_units for the
caller's API key. Requires an `Authorization: Bearer <key>` or
`X-API-Key` header to populate (matches the convention used by
`services.auth.middleware`). Without one, `topup_balance` is 0 and the
tenant fields still flow back so existing callers see no regression.
