Clear anon per-IP monthly counter rows.

POST {} — nukes ALL rows (all IPs, all months). Fast path for operator
          stuck mid-audit after their own probes exhausted the anon cap.
POST {"ip": "1.2.3.4"} — that IP only, all months
POST {"month_key": "2026-06"} — that month only, all IPs
POST {"ip": "...", "month_key": "..."} — single cell

Returns {rows_deleted: int}.

Use case: operator ran a diligence audit against api.etymolt.com/v1/verify,
the WO-6 quota gate fired correctly (proving it works), but now their
outbound IP is capped at 5 for the month. Call this to reset. Also
fires when adding new investors to a shared network.
