Run enrich_ttab_features.py (v1 enrichment).

Reads ttab_2d_outcomes_v1.jsonl and produces ttab_2d_enriched_v1.jsonl
with 10 derived features (filing year, mark/owner frequencies, mark age,
class-pair confusion rate, famous-mark flag).

Run this after /v1/cron/produce-outcomes-v1 and before
/v1/cron/run-pipeline (which handles v2 enrichment + training).
