`GET /v1/users/checkEmail/{email}`

**Auth**: None (query appId required; legacy App JWT accepted)

route to check if particular user exists in all database

Provide `appId` as a query parameter to resolve app context. Legacy `Authorization` app token is also accepted for backward compatibility.
