`POST /api/account/passkeys`

What `navigator.credentials.create` produced. Answers with the new
passkey and the whole list; a ceremony that does not verify is
`400 invalid`. The account's address is told: a passkey survives a password
change, so one added by whoever has the password must not be added
quietly.
