`GET /states/{code}`

## Response `200`

State configuration.

- StateDetail: Per-state configuration returned by GET /states/{code}.
  - `code` string, required
  - `name` string, required
  - `active` boolean, required: Live availability switch — false means the state is temporarily not accepting new stamp orders (rows would fail with STATE_INACTIVE).
  - `eStampAvailable` boolean, required
  - `traditionalAvailable` boolean, required
  - `minAmount` number, nullable
  - `maxAmount` number, nullable
  - `amountMultipleOf` number, nullable: The state sells stamps only in whole multiples of this face value (₹), e.g. 10 for Uttar Pradesh — ₹100 or ₹110, never ₹101. Null when any whole amount is accepted. Off-step denominations fail /validate + /create with AMOUNT_NOT_MULTIPLE.
  - `cessRequired` boolean, nullable
  - `propertyAreaRequired` boolean, nullable
  - `sroRequired` boolean, nullable
  - `fatherHusbandNameRequired` boolean, nullable
  - `firstPartyAddressRequired` boolean, nullable
  - `panCardImageRequired` boolean, nullable
  - `payerGenderRequiredAboveAmount` number: payerGender is required when the denomination exceeds this face value in catalogue states.

## Other responses

- `401`: Missing / invalid / expired / revoked key
- `404`: Not found (workspace + is_test scoped)
