`POST /cron/valuations-export`

Build the per-stock valuations .xlsx and email it to the owner via Resend.

Runs synchronously so a manual caller sees the full result. Scheduled weekly
by APScheduler (Mondays 13:30 UTC). Auth: X-Cron-Secret.

dry_run=true: build the workbook but do NOT send — returns row/byte counts.
