OPT-02 (Phase 57): 15-minute auto-recovery job.

Retries tickers that failed all 3 passes of the most recent nightly
build_and_persist() run. Called ~15 min after the main options-screener
job completes to recover partial-fetch gaps without waiting for the next
nightly run.

Idempotent: if _partial_fail_tickers is empty (no failures) it returns
immediately with recovered=0.
