Re-run the monthly cross-signal IC-clock significance report (X-Cron-Secret).

Manual trigger for the scheduled job (scheduler_setup, job id
`ic-clock-monthly-report`, 1st of month 07:30 UTC). Synchronous on
purpose — same _run_tracked wrapper and job_name as the scheduled path,
so cron_runs records this run identically. Recomputes a daily
HAC-corrected significance grid for the legacy composites, the ERS v3
shadow composites (with sector-conditioned sub-cells), and the v2.4
experimental expected-return signals, and persists one summary row to
score_audit_history (composite='ic_clock_report').
