Weekly EDGAR batch sweep — Sunday 03:00 UTC (Phase 83 / ALT-03 + ALT-04).

Fetches 10-K hiring rate + 8-K layoff severity for the full screener universe,
writes to text_signal_cache, projects non-expired values into screener_cache
shadow columns (experimental_hiring_rate, experimental_layoff_severity), and
logs IC folds to ml_model_ic_history.

Both signals are EXPERIMENTAL at weight 0.0 — excluded from consensus blending
until VALGATE-04 passes (~Q2 2027). Only the OOS IC clock logs them (D-09).

Separate from the nightly screener batch (Mon-Fri 06:00 UTC):
EDGAR sweep is heavy (~3000 tickers × 2 SEC calls) and runs once weekly.
It MUST NOT be called from within run_screener_batch().

Auth: X-Cron-Secret.
dry_run=True: fetch + compute signals, do NOT write to DB.
