`GET /api/watchlists/public/{slug}`

SHARE-04 + SHARE-05: public read-only fetch of a shared watchlist.
No auth required. Returns 404 for is_shared=false or unknown slug.
60s in-process cache.
Excludes: per-ticker fair value, AI analysis, options data, alerts.
Includes: owner_referral_code so the frontend can append ?ref=... to signup CTAs.
