`GET /api/stocks-index`

## Request

Lightweight public index of every scored ticker — powers the /stocks hub.

Returns [{ticker, company_name, sector, mos_pct, methods_used}] for all
screener_cache rows, alphabetical by ticker. No auth. 1-hour in-process cache.
Distinct literal path (not /api/stocks/{ticker}) so it never collides with the
per-ticker routes.

`methods_used` is included so the public /stocks hub can apply the A-7 coverage
floor to its client-side margin-of-safety ranking (thin-coverage MoS is
structurally upward-biased — method-analysis-2026-07-10 / A finding 7).
