Fetch solar irradiance from the PVGIS EU JRC service.

- **monthly_only=true** (default): returns monthly GHI totals in kWh/m² — lightweight,
  suitable as calibration targets for /api/tools/solar-calibrate.
- **monthly_only=false**: returns full 8760-row hourly timeseries with GHI, DNI, DHI,
  temperature and wind speed.

Coverage: 2005–2023, worldwide via PVGIS-ERA5. PVGIS-SARAH3 covers Europe, Africa,
and large parts of Asia with higher accuracy.

## Query parameters

- `lat` number, required
- `lon` number, required
- `year` integer, required
- `raddatabase` string: PVGIS-ERA5 (global) or PVGIS-SARAH3 (Europe/Africa/Asia)
- `monthly_only` boolean: Return only monthly GHI totals (kWh/m²) instead of 8760 hourly rows
