Convert an uploaded NREL TMY3 CSV into an EnergyPlus EPW and return it.

Reverse ingestion: lets a firm modernize an existing TMY3 library (then run
it through the morphing / UHI tools) instead of only generating new files.
Free and IP-rate-limited — a conversion utility, not a generation.
