Review #43 / D37 — surface hard-coded server limits to the frontend.

The UI was previously hard-coding values that drift from the backend
(free credits, max-inflight, max year span). Returning them from one
place avoids 422/429 mismatches when the env var changes server-side
but the bundled JS still has yesterday's number.
