`GET /api/billing/plans`

Credit packages with the caller's price: academic (.edu / .ac) and regional (country income
group, from the request IP) discounts are applied server side; ``list_amount_cents`` is the
undiscounted price. ``available`` is false for the intro pack once an account has bought anything.
