`GET /api/v1/admin/requisitions/find-for-user/`

Check if a requisition is fully linked for this patient + kit.

Returns two signals:
- rs_requisition_id: set as soon as RS has the requisition (use to skip order creation).
- requisition_id: set only when both RS and CORE DB agree — safe for the tag endpoint.

Polling exits only when requisition_id is non-null (webhook has completed).
Raises 404 if the activation_code has no matching order_lookup.
