`GET /compliance/{analysis_id}`

## Request

Evaluate compliance frameworks (CIS AWS 1.5, SOC 2) against a completed scan.

For each control, checks if the mapped EMFIRGE rule fired in the scan findings.
Rule fired → control FAIL. Rule not fired → control PASS.
Returns pass/fail per control + overall percentages for each framework.
