`GET /v1/stats`

Tenant-wide delivery counts by status across the three outboxes (event
intake, email, push) — powers the console dashboard's delivery panel.

Successful Response

- DeliveryStatsResponse: Tenant delivery counts by status across the outboxes, for the console dashboard. Each map is status-string → count; statuses with no rows are omitted.
  - `events` object, required
  - `emails` object, required
  - `pushes` object, required: Mobile push only (Expo/FCM/APNs/OneSignal). Browser sends are counted under `web_pushes` — they share a store but are separate channels, and one number over both hides which of the two is failing.
  - `web_pushes` object, required: Browser push (Web Push/VAPID), the `web_push` channel.
  - `emails_retrying` integer
  - `pushes_retrying` integer
  - `web_pushes_retrying` integer
