`GET /agent`

## Request

- Base URL: `https://edge.network`

- Auth: none required

With an access code: account, budget, enabled products with live limits, projects, and a full self-describing endpoint catalogue. Without credentials: a public onboarding document explaining how to get a code (human-issued or autonomous self-signup).

## Response `200`

Discovery document (authenticated or public onboarding variant).

- TellUserEnvelope: Standard success envelope. Endpoint-specific fields ride alongside tell_user.
  - `tell_user` string, required: Human-readable summary of what happened, for the agent to relay to its operator.

## Other responses

- `400`: Validation error — the response body explains what to fix.
- `429`: Rate limited. Honour Retry-After and the RateLimit-* headers before retrying.
