`POST /api/properties/{property_id}/refresh-valuation`

## Request

Explicit refresh: re-ask PMI for this property's UPRN (unless the
cached answer is under a day old, in which case it is re-judged) and
store the verdict. The only user-triggered way to recompute a verdict
inside its 30-day cache window.
