`GET /api/chat/readiness`

Readiness of Ask IQ for this user. Cheap: two narrow reads, no cache.

Successful Response

- ReadinessResponse: What Ask IQ can see right now (EQ-65). `message` is the exact reply a question would get while `state` is not ready, so the client can show it before the user types.
