reason           why nothing is suggested yet (not_enough_seen)
basis            the pay cycles the numbers come from
committed        the v2 MATURE commitments: "Committed £X/month"
suggestions      max 4 flexible categories without a budget, hold / trim,
                 a reason line built from the numbers
budget_checks    max 2 budgets 40%+ away from typical: set to typical or
                 keep as a target
fixed_cost_budgets  budgets on a never-budget category: "this is a fixed
                 cost, now under Committed — remove?" (never removed here)
