`DELETE /api/bills/recurring-preferences/{merchant_name}`

Remove a recurring preference (revert to automatic detection) — the
"undo" in Settings. Records the training signal and re-runs the
analysis (Stage A rule 4). 404 when nothing is stored, so an outbox
replay after a successful first attempt is treated as done.
