`POST /api/admin/reset-iq-quota`

Reset AI usage quotas for a user.

- With body ``{"user_id": "..."}`` — admin resets that user's quotas.
- Without body — resets the current (authenticated) user's quotas.

Resets: tokens_used_this_month, monthly_ai_cost_usd,
tool_actions_today, move_money_actions_today, allocation_updates_today,
and deletes today's chat messages so the daily message limit resets.
