`POST /api/admin/clear-sync-cooldowns`

Clear sync_cooldown_until on all of the current user's bank connections.

Use this when Finexer 429 rate limits have set cooldowns that are preventing
syncs from running. Safe to call — worst case the next sync hits 429 again
and sets a fresh cooldown.
