Create a new pipeline by submitting the name and YAML configuration

## Response `200`

Successful operation

- Pipeline[]
  - `name` string — The name of the pipeline
  - `paused` boolean — Whether the pipeline is currently paused or not

## Other responses

- `400` — Unable to create pipeline
