Where every one of an operator's pricing nodes is, and why the rest are not yet.

The same table `/query` joins onto located rows, served whole so the
frontend can draw coverage and a person can finish the unplaced ones
(`dryos/reference/node_locations.py` says how). `iso` is ERCOT, MISO or PJM.
