`GET /v1/datasets/{slug}/values`

The distinct values of one text column, most rows first.

What a row of filter chips is built from: permit types, classes, statuses,
the contractors who pull the most. Counted under the same `where` and
`search` the query takes, so a chip can say how many rows it would leave.

The entity column is refused rather than served. `/nodes` already answers
it, with first and last seen, and from a summary held per collector run —
a second, uncached copy of the same list here would be the slower one.
