`systemPrompt` is the rules as plain sentences, ready for the agent's context.

    - `effect` string
    - `concepts` string[]
    - `limit` string, nullable: The amount limit in words, with its window: "up to $500 a day". A rule's match.window is hour, day, week or transaction; an "up to" limit counts a day unless it says otherwise, a running total per agent and currency.
  - `unknownActions` 'risky' | 'ask' | 'allow': What happens to an action no rule covers: risky (a person decides when it moves money, deletes something or contacts someone), ask (a person always decides), allow.
  - `systemPrompt` string
