`GET /api/v1/organizations/billing/credits`

Return per-key MPS credits (OSS) or the org's paginated billing ledger.

- `start_date` string, date, nullable: Inclusive calendar date in timezone
- `end_date` string, date, nullable: Inclusive calendar date in timezone
- `timezone` string: IANA timezone for the selected calendar dates
