`GET /api/v1/workloads`

List the tenant's workloads with a KPI rollup. Tenant derived from the API key.

- `401`: Unauthorized - Missing or invalid authentication
- `403`: Forbidden - Missing required scope
- `404`: Not Found - Resource does not exist
- `429`: Too Many Requests - Rate limit exceeded
