  - `message` string: Business Message
  - `data` object: Offline Map (Surface Model) File Download Info
    - `offline_map_enable` boolean: Whether the project's offline map feature is enabled; when false, file is an empty object
    - `file` object: Surface model file info (empty object when offline_map_enable=false)
      - `name` string: File Name
      - `url` string, uri: OSS pre-signed download link, short-term valid
      - `checksum` string: File MD5 checksum, used for client-side integrity verification
      - `size` integer: File Size, bytes

- `401`: Authentication Failed
- `403`: Insufficient Permission
- `404`: Resource Not Found
