Modify a device's call sign from project perspective (Project Call Sign). **Business Constraint**: if device has not joined organization, call sign cannot be empty (prevents unrecognizability on project side); if device has joined organization, this field can be empty. **Call Conditions**: caller must have device management permission within the project.
