`POST /v1/licenses`

- CreateLicenseDto
  - `tier` 'starter' | 'pro' | 'enterprise'
  - `productId` string
  - `maxActivations` number: Max simultaneous hardware activations
  - `expiresAt` string: Expiry date (null = perpetual)
  - `metadata` object: Arbitrary app-specific metadata stored on the license

## Response `201`
