Retrieve all global notifications

## Response `200`

Global notifications retrieved successfully.  
Results are ordered by `created_at` date in descending order.

  - `global` boolean
  - `title` string
  - `text` string
  - `read` boolean

## Other responses

- `204` — No global notifications found
- `401` — Request unauthorized
- `403` — Forbidden
