Used by ``/pdf-viewer/web/viewer.html?file=/pdf-viewer/p/<b64-url>``
to sidestep pdf.js's same-origin file-loading check. Path-segment
encoding (vs ``?url=...``) avoids pdf.js mangling the ``?`` to
``%3F``.
