Flip the per-workspace Seedance video-generation opt-in flag.

`videos.generate` (apps/api-gateway/src/tools/definitions/videos/generate.py:272)
refuses to run unless `workspaces.video_generation_enabled` is true. This
endpoint is the supported owner-self-serve toggle for that flag — flipping
it here takes effect on the next tool call (no cache to bust).

OWNER permission required (not ADMIN). Seedance generations consume
third-party credits + temporarily host reference images on imgbb's CDN —
that's a billing + data-handling decision the workspace owner makes,
not something a regular admin should self-grant.
