Found a new Telegram conference and return its shareable call link.

Same workspace gate as dispatch-call-link: the channel_account must be
owned by (or shared into) the caller's workspace, and not paused.

## Request body

- ConferenceStartRequest: Body for POST /api/voice/telegram/conferences. The sibling of dispatch-call-link for the case where the call does not exist yet: this one creates it. No slug and no chat_id, because there is nothing to address until Telegram answers.
