Bring a moved-to-device call back into the browser.

Rejoins by the identity stored on the ended session (tg_call_id +
access hash + slug), so the operator never has to find the original
call link again. NOTE: Telegram's one-session-per-user rule means
this DISCONNECTS their phone leg — the UI says so on the button.
