Return the model catalog for the Response Model picker.

Each entry is enriched with `supports_vision` derived from
`model_has_vision()` so the frontend's vision-toggle UI can warn
when the selected model can't actually consume image content blocks
(DeepSeek, gpt-4.1-nano on chat path, Moonshot Kimi, etc.). Single
source of truth — the same predicate also gates the executor's
image splice in general_agentic_executor.py.
