## Request

List all AI Agents for the workspace + non-customized templates.

Spec §4: merges workspace_id=:ws rows with non-deprecated, non-customized
system templates (workspace_id=0). Templates that the workspace has forked
(based_on_template_id links) are excluded so the fork supersedes the
template visually. Slug-disambiguation (§3.1 polish): if a workspace row
and a template row share a slug in the same response, the template's
display_name gets ' (template)' appended.

`include_system` (default False): when False, hide system-provided agents
so the operator sees only the agents THEY have built. System agents are
either (a) global templates (workspace_id=0) or (b) workspace rows whose
`based_on_template_id` points at a template they haven't yet meaningfully
customized. The orchestrator (slug='router') is ALWAYS returned regardless
of this flag so it can be pinned as the operator's primary AI entry point.
