Disconnect a GitHub App installation from the authenticated organization.

  - `connectionId` string: Unique Depot identifier for the connection. Returned by `ListGithubActionsConnections`.

  - `disconnected` boolean: Whether the connection was active before this request. False when it was already disconnected.
